City hall targets evictions as rents surge

San Francisco Mayor Daniel Lurie is moving to declare a rent emergency as the city contends with some of the nation’s highest recent rent increases, driven in part by demand tied to the artificial intelligence boom.

City officials say the measure is intended to slow evictions and give tenants more time as landlords reset leases in neighborhoods near expanding tech campuses.

Housing supply remains the core constraint

Housing advocates argue that emergency rules can buy time but will not replace new construction. Developers say permitting delays and construction costs still limit how quickly apartments can come online.

The announcement is being watched by other high-cost coastal cities facing similar pressure from high-income job growth and limited housing inventory.
